For this reason, Spanish regulations are clear: petrol stations are legally obliged to have approved security systems, with connection to an Alarm Receiving Center (ARC) and video surveillance cameras covering critical areas.

Recording System
They must have an image recording system permanently connected to the establishment’s security system and to an alarm receiving center (ARC 24/7).
To ensure comprehensive coverage, it is essential to install cameras both inside and outside the premises. The security system must remain activated during all public opening hours and include a delayed opening system of at least ten minutes.
Safe
Installation of a certified safe with a security level 4, equipped with protection systems against attempted theft or tampering. These safes must incorporate technologies such as seismic detection, automatic locking, and a delayed opening system of at least ten minutes.
It is mandatory to keep the safe’s locking device activated during the establishment’s closing period until the next business day. Furthermore, if its weight is less than 2,000 kilograms, it must remain securely anchored to the building’s structure.
Key management is also regulated. Access to the safe must have a double lock with two keys, which must be kept separately by two people, so that in no case does the responsibility for both accesses fall on a single person or on employees who work together. This ensures that the system can only be unlocked by the joint action of both elements.
When the economic volume, location, or vulnerability of the service station makes it necessary, the owning companies may be required to adopt any of the security services or systems included in Article 112 of the Private Security Regulation:
- Creation of an in-house security department
- Implementation of a security guard service (with or without weapons)
- Installation of security and protection devices and systems
- Connection of said systems to alarm receiving centers
